Diia Saved Ukrainians and the State 184 Billion UAH – Research Findings

Since 2020, digital services in the Diia app have saved 184 billion UAH — 100 times higher than the development cost. This is the finding of a study carried out by Civitta for the Ministry of Digital Transformation of Ukraine, with support from the EGAP Program.

  • The study covered 87 services: from certificates and digital signatures to support programs like eOselya, National Cashback, and eRobota.
  • Digitalization through Diia saves 59.6 billion UAH every year. According to the report, a full transition of services online could save up to 85.9 billion UAH.
  • The reason is simple: an online service in Diia is six times cheaper than offline. With no commuting or paperwork, the cost has dropped by 85% — from an average of 1,583 UAH to 242 UAH per service.
  • Analysts also point out the anti-corruption effect: every year, digitalization saves 7.4 billion UAH that would otherwise be lost to bribes or intermediaries. That’s almost 493,000 FPV drones for the Defense Forces.
  • Core services — like digital passports, student cards, and vehicle registration certificates — save 49 billion UAH a year. If everything moves online, this figure could reach 74.7 billion UAH. By 2035, analysts expect these services to contribute 5.3% of GDP to the economy.
  • Programs such as eVidnovlennia, National Cashback, and eRobota save another 6.5 billion UAH annually.
  • The study also looked at time savings. Diia cuts down on hours wasted in commuting, queues, and waiting. Thanks to programs like COVID payments or National Cashback, Ukrainians have saved the equivalent of 4 billion UAH in time, accounting for 75% of the total digitalization effect.

The Ministry of Digital Transformation is continuing to expand digitalization. After launching the e-Notary system, it is now working on the eExcise system.
