Tech Industry Dynamics in Ukraine: Key Findings from IT Research Ukraine 2024. Resilience as the New Reality

The biggest Ukrainian business tech association Lviv IT Cluster unveiled the results of its IT Research Ukraine 2024 project: Resilience as the New Reality. This study stands as the sole in-depth analysis of Ukraine’s tech sector amidst wartime conditions. The findings shed light on the present landscape of the industry and deliver projections for the future development.
IT Research Ukraine 2024 explores the critical aspects shaping the tech industry:
- its contribution to the national economy and growth prospects;
- the activity levels of tech companies alongside market expectations and strategies;
- workforce characteristics;
- shifts in income and spending patterns;
- and key drivers behind professionals’ migration tendencies.
Tech Industry Overview
Despite the hardships caused by the ongoing full-scale war, the technology sector remains a cornerstone of Ukraine’s economy, playing a crucial role in bringing in foreign currency. It is the nation’s leading service export industry, with computer services making up 38% of the total volume of service exports. In the overall export landscape, the tech industry takes the second spot, following food products.
The tech sector contributes 4.4% to Ukraine’s gross domestic product (GDP). Additionally, each tech company by hiring one specialist generates and maintains 2.8 jobs. In 2023, this multiplier effect was measured at 2.7. Altogether, the industry supports approximately 663,000 to 668,000 jobs, including both direct and indirect employment.
Tech Companies and Talent Market
Ukraine is home to 2,118 active, verified tech companies, about half of which are service-oriented—47% in outsourcing and 3% in outstaffing. Product-based companies account for 31%, while the rest use mixed models. Many firms are expanding abroad, with 51% of CEOs planning new offices, primarily in Poland.
Nearly all companies (97%) support Ukraine’s victory efforts financially, 67.6% of the surveyed companies have mobilized specialists on their staff. Many also retain positions and provide pay or compensation for those serving in defense forces. The number of industry professionals amounts to 302,000, with 238,000 tech specialists living and working in Ukraine. Over 43% have 6+ years of experience, with 82% at Middle, Senior, or Lead levels. Nearly half have formal tech education, though 39.2% now come from non-technical fields.
Tech Specialist Profile: Income and Expenses
The average tech specialist is 31.5 years old, with 68% child-free. Most work for service companies – 44.2%, while 36.4% are in product firms and startups, and 17.4% in mixed-model companies.
The median income is $2,590. Remarkably, 91.3% donate to charity, with 5% giving over 25% of their income. Average monthly donations total $235 per tech specialist.

The study excludes territories temporarily occupied by Russia and areas with ongoing fighting.
