State Registry of Media Subjects

TERES – Media Subjects Registry – is a state information and communication system that, in accordance with the requirements of the Law of Ukraine “On Media”, ensures the collection, accumulation, processing, protection, accounting and provision of information about media subjects.

Goal

The creation of a single electronic system for the collection, accumulation, protection, accounting, and dissemination of information in the media sphere, which will allows to implement the norms of the Law of Ukraine “On Media”:

  • To maintaining the Register and interaction with entities in the media sphere, simplifying the mechanism of informing entities, creating and exchanging documents, optimizing and automating workflows of licensing and registration actions of the National Council on Television and Radio Broadcasting, information protection.
  • To optimize the existing data structure of the Register and bring it in line with the norms of the Law of Ukraine “On Media”.
  • To consolidate documents, data, information and systems that exist and arise in the workflows of the National Council on Television and Radio Broadcasting.
  • To automate the processes of interaction in the processing of information in the media sphere.

Results

For the National Council on Television and Radio Broadcasting:

  • Increased transparency and accountability of the media
  • Creation of an effective tool for regulating the media sphere
  • Facilitation of the fight against disinformation and propaganda
  • Simplification of the Register maintenance due to partial automation of the processes of submitting and processing information about media entities
  • Optimization of the workload on the officials of the National Council and the time of processing applications
  • Increased trust in the regulatory system in the media sphere
  • Compliance with EU requirements for maintaining the Register of media entities

For media entities:

  • Increased transparency of the media market
  • Improved protection of the rights and interests of media entities
  • 24/7 availability of the Register functionality

For society:

  • Increased trust in the media
  • Improved accessibility of information about media entities
  • Facilitated access to information about the ownership structure and sources of financing of media entities
