Smart City services for Kyiv Digital ecosystem

Kyiv Digital is a digital service platform for the city of Kyiv, the capital of Ukraine. The project was launched in 2021 by the Municipal Enterprise “The Main Information and Computing Center” in Ukraine, which belongs to the Kyiv Territorial Community. Today, Kyiv Digital unites an ecosystem of city services, which can be received via the Kyiv Digital mobile application and on other online platforms. 

To expand the ecosystem of Kyiv Digital, the Kitsoft team has developed such services as online registration of children to schools and kindergartens, the e-cabinet of the Defenders portal, and the e-democracy service — electronic petitions.  

Electronic petitions

Petitions are the tool that enables local democracy. With their help, activists can convey public opinion and influence the decisions of the local council. In order for a petition to be considered, it must receive a certain number of votes within a limited time.

Previously, the petition could only be submitted in paper form, which is why there was not enough time to collect citizens’ signatures.

In 2016, we developed an electronic petition service on the portal. It takes just a few minutes to create an online petition. In addition, it is easy to share it on social networks and collect votes.

Starting from 2022, electronic petitions are also available on the Kyiv Digital mobile application. The service has become even more accessible and convenient for social involvement, distribution of petitions and gathering of votes. As a result, the number of submitted public initiatives increased by more than ten times, and the involvement of citizens — by more than 100 times (according to data for 2022).

Online registration for kindergartens in Kyiv

In 2017, our team developed another city service — a portal for online registration for kindergartens.

The problem with the places in kindergartens in Kyiv was quite acute; it was very difficult to find a place. In order to eliminate corruption and reduce the human factor in this area as much as possible, it was decided to create an electronic queue. Now parents can choose a kindergarten and register their child online.

The automation of this process not only increases its transparency but also makes it more convenient and accessible.

In general, the online service has greatly simplified registration for kindergartens, and the city administration is constantly analyzing feedback and identifying other problems that still need to be solved.

Online services for Defenders

More than 100 thousand Kyiv citizens defend Ukraine in the Armed Forces of Ukraine. The state guarantees its defenders some rights and opportunities that they and their families benefit from. There are a lot of such services, privileges and additional guarantees, but often information about them is unsystematized and fragmented. 

In 2024, we developed an electronic cabinet for Kyiv city on the Defenders Portal, which provides easy access to all guaranteed services from the city.

The service operates on a «single point of contact» principle and combines all the opportunities available to the military who are registered or taxpayers in Kyiv, as well as to IDPs. The portal offers more than 40 services, including social, medical, educational and other services. 10+ are already available online. 

The portal is designed to meet the requirements for information security in wartime and has all the necessary certificates. The online service simplifies the process of obtaining services and makes interaction between Kyiv residents and city institutions efficient and barrier-free.

Online registration to Kyiv schools

In 2024, the Kitsoft team together with partners launched an online service for children’s school registration

Parents can apply without queues, from any part of Ukraine or even from abroad. The service is available for all municipal general secondary education institutions in Kyiv.  

For this purpose, our team has developed a personal account for parents on the Kyiv Digital service portal. The electronic queue keeps track of applications for enrollment, transfer, and expulsion of children in educational institutions. Parents can choose whether to enroll their child in a regular or inclusive class and submit several applications to different institutions.

The online service will make school registration simple and transparent, save parents’ time, and reduce bureaucratic obstacles. The city administration could use it to develop school facilities based on statistical data and analytics of the workload of the city’s schools.
