e-Entrepreneur

e-Entrepreneur is a comprehensive online service for businesses on the Diia public service portal. It combines all the necessary services that can be used at any stage of starting or developing your own business. The system has no restrictions on the number of services, so anyone can choose two or more from the list of services offered. 

About the project

e-Entrepreneur allows to:

• register as an individual entrepreneur (IE) or set up a limited liability company (LLC);
• register as a taxpayer;
• obtain and store all necessary licenses, permits, declarations and other documents in one place;
• automatically submit documents to public authorities.

Currently, there are 15 services available in e-Entrepreneur:

• state registration of a private entrepreneur;
• state registration of changes to the information about the private entrepreneur contained in the Unified State Register;
• state registration of food market operators’ facilities;
• submission of vacancies;
• state registration of the establishment of a limited liability company based on a model charter;
• state registration of the transition of a limited liability company to operate based on a model charter;
• registration/transition to the simplified taxation system;
• registration as a value-added taxpayer;
• registration of a declaration of compliance of the material and technical base of the business entity with the requirements of fire safety legislation;
• opening a bank account; 
• notification of the use of a single account;
• notification of hiring an employee;
• application for registration of cash registers;
• application for registration of cash registers;
• notification of taxation objects.

Solution

e-Entrepreneur is built on the basis of modern technologies of the Diia portal developed by the Kitsoft team. It is based on Kitsoft’s own AI-powered low-code platform for creating government services — Liquio. 

Due to its flexible settings, this technology allows you to quickly deploy new services with minimal involvement of back-end developers — the description and logic of services on the platform are developed by business analysts and low-code development specialists. 

New technology

Each of the 15 services in e-Entrepreneur is provided by different government agencies and has its own scenario, so we started designing by defining the order of their provision and describing the algorithm for transferring results within a single process. 

To implement such a comprehensive service on the platform, we have developed a complexity technology that combines all the services already available on the Diia portal into one.

At the same time, the technology eliminates the duplication of steps that are repeated in individual services. This makes it much easier to get all the services you need for your business.

Principle of the complexity technology 

With automated algorithms for data processing and exchange, e-Entrepreneur interacts with state registries so that users do not have to enter data that the state already has. The necessary information is automatically pulled into the application, and the results of the services provided are recorded in the relevant registers. As of today, we have set up e-Entrepreneur integrations with 10 external systems:

• The Unified State Register of Legal Entities, Individual Entrepreneurs, and Public Organizations;  
• Register of accounts for the payment of a single contribution;
• Electronic taxpayer account;
• The Unified Data Bank on Taxpayers — Legal Entities;  
• State Register of Individual Taxpayers;
• Register of value added taxpayers;
• Declarations of compliance of material and technical facilities with the requirements of labor protection legislation;  
• Unified Information and Analytical System of the State Employment Service;  
• Unified State Electronic System of Permits;
• The State Emergency Service of Ukraine. 

Interoperability of data exchange systems significantly minimizes the human factor, reduces the number of errors, simplifies and speeds up the process of providing services to users.
